The ICT@schools scheme of e-Vidyalaya programme had been started under OMSM – Odisha Madhyamik Sikshya Mission – (presently re-christened as OSEPA (Odisha School Education Programme Authority) to reach 4,000 Government and Government aided schools in the first 5 years of the Project phase The e-Vidyalaya project under “ICT@School” Scheme is a window of opportunity to the students and teachers in 4,000 Government and Government aided High Schools in the state of Odisha across all Districts to bridge the digital divide. The scheme is a comprehensive and well thought-out initiative to open new vistas of Computer Aided Teaching and Learning to provide a level playing field to school students whether in rural areas or in the cities. The continuous engagement of teachers and learners during the interactive learning process enabled effectiveness in education. The approach was to completely and systematically transform the traditional system of teaching from conventional Teaching methods to an ICT driven learning process. It is premised on a dynamic and participatory pedagogy that prioritized the need for constant up gradation of IT enabled knowledge and skills.
The IT enablement of education was based on a holistic integration of certain key activities, such as:
- Developing an IT efficient infrastructural environment.
- Capacity building of the teachers as the pivotal point of ICT enabled teaching and learning.
- Generating an IT embedded indigenous knowledge base.
- To know hardware downtime and complaint log in process, a Support System is introduced to receive complaints through various mode and issue tickets to the implementing agencies to resolve the issues on time.
- Provision of OES- A platform for Continuous Comprehensive Assessment.
- Online and offline based attendance system for all the school coordinators under the project to monitor their attendance in the schools on daily basis which also reached through SMS to various stakeholders.
- The Project had a reach of 4,000 Government and Government aided schools during the 5 years Project.
- Capacity building training for 30,000 teachers was convened in 6 layers of the Teachers training programmes.
- Refresher training was imparted to these teachers at school level by the Implementing Agencies to train them in the area of effective use of ICT lab in continuous process of teaching and learning.

- Infrastructure Issues: In certain regions, inadequate technology infrastructure, including reliable internet connectivity and power supply was matter of concern for implementation of ICT projects.
- Digital Divide: India has a diverse population, and there is a digital divide in terms of access to technology and digital literacy. Ensuring that ICT projects reach all segments of the population was a significant challenge.
- Skill Gaps: There was shortage of skilled professionals in the field of ICT. Adequate training and skill development initiatives was essential to bridge these gaps and ensure the successful implementation of projects.
- Improved teaching methods, increased access to online educational resources, and community engagement by transforming education in 4,000 government and government-aided schools.
- Monitoring and evaluation mechanisms ensure continuous enhancement, making the project a scalable model for education transformation in Odisha.
- It has also been conferred the SKOCH Order-of-Merit having been rated and qualified on three parameters, namely, early bird, jury evaluation and popular vote.
