Odisha Knowledge Corporation Limited (OKCL) in collaboration with Maharashtra Knowledge Corporation Limited (MKCL) launched “Job Readiness Program for Youth (JRPY)” in the state of Odisha in the month of June 2019, in the form of ‘New-Collar Jobs’. The strategy was to Go Digital, Work Local and Earn Global. The idea behind the strategy was to explore and make available all the freelancing opportunities that are available to youth in the digital world.
The District Mineral Foundation (DMF) in District of Sundargarh & OKCL took a collaborated initiative to help the youth in the District, especially in the Mining Affected Areas, in enhancing their employability and self-employability by developing various competencies within them. These competencies are based on emerging employment and self-employment opportunities in digital economy and through mastery of various job-specific digital skills, competencies in IT skills and job readiness skills through IT literacy intervention. OKCL having an established track record in large-scale deployment of eLearning for lakhs of learners by establishing and operating a PPP Network of a few hundred Smart Skills Development Centers known as Authorised Learning Centres (ALCs), ‘Job Readiness Program for Youth’ (JRPY) was launched in Sundargarh district with sponsorship of DMF, Sundargarh.
- Implemented by the District Mineral Foundation (DMF) in the District of Sundargarh in 7 Blocks.
- JRPY was implemented in Sundargarh District through the launch of Batch – I with the enrolment of around 600+ Learners for March, 2021 & Batch – II with the enrolment of around 400 Learners for September, 2021

- Awareness for eLearning & self-employability amongst the youth was a concern being mining affected area residents.
- Learners drop-out rate increased due to Covid-19 shutdown.
- Arranging reference drives for enrolment of Learners.
- About 1000+ Learners from across the District enrolled for the program and have successfully created their freelancing profiles on various freelance-earning platforms viz., worknhire.com, freelancer.com, truelancer.com, etc.
- Learners’ capabilities and skill-sets acquired were undoubtedly noticed through submission of learners’ outputs created through the use of various tools like MS Office, Canva, Photoshop, etc.
- OKCL has provided an additional digital freelancing platform freelance.okcl.co.in, putting its foot forward into ‘gig economy’ thriving to provide the OKCL Learners an opportunity to engage themselves in self-learning and earning by bidding and acquiring different projects and gaining knowledge towards client interaction thus building self-confidence to step outside in the employment sector or freelancing area.
