WHO WE ARE
Odisha Knowledge Corporation Limited (OKCL)

Odisha Knowledge Corporation Limited (OKCL) is a Special Purpose Vehicle, promoted by Government of Odisha as an independent autonomous company, incorporated as a public limited company under the Companies Act, 1956. It was formed under the Higher Education Department (HED), Government of Odisha (GoO) in 2011, jointly promoted by Government of Odisha and Maharashtra Knowledge Corporation Limited (MKCL).

Later, Electronics & Information Technology Department, Government of Odisha was declared as the Administrative Department of OKCL with effect from December 13, 2019. This shift was envisaged to give meaningful impact to the vision of formation of OKCL and provide IT enabled education and IT enabled services by bridging the Digital Divide and resultant Knowledge Divide in the State of Odisha, by creating a new transformative paradigm in Education, Development, Governance and Empowerment (EDGE) through universalization and integration of Information Technology, by offering actionable knowledge to the masses through eLearning, eGovernance and eEmpowerment solutions.

The main mission of OKCL, therefore, is to create new value-based paradigms in education, development, governance and empowerment of common people in the context of rapidly emerging knowledge-based society and knowledge-led economy and the development opportunities therein. 

Focus

OKCL commenced its business operations in 2012 in the State of Odisha (across all 30 districts) and in last decade, it has emerged as a high-tech and high-touch initiative focused on design, development and delivery of innovative eLearning, eGovernance, and eEmpowerment technologies, solutions and services to its ever growing base of learners including students, as well as other client base including Universities, Governments, and Communities.

Equity Profile

The Government of Odisha through the Electronics & Information Technology Department (GoO), holds 50% of the equity shareholding of the company.  Another 50% is held by Maharashtra Knowledge Corporation Limited (MKCL) (Website link: www.mkcl.org).

Transformative Agenda

OKCL aims to transform society into a knowledge-led economy by leveraging the latent talent of its young population. This involves shifting from an agrarian or industrial base to a knowledge-driven economy through lifelong learning. To achieve this transformation, knowledge resources must be accessible and affordable to everyone, facilitated by the pervasive use of Information Technology (IT).

This shift is envisaged to give meaningful impact to the vision of OKCL, providing IT-enabled education and services by bridging the digital and knowledge divides in Odisha. It creates a new transformative paradigm in Education, Development, Governance, and Empowerment (EDGE) through the universalization and integration of IT, offering actionable knowledge to the masses through eLearning, eGovernance, and eEmpowerment solutions.

Bridging the digital divide is essential for socio-economic transformation, preventing marginalization due to the knowledge and opportunity divide. Mass IT literacy is key to accessing global knowledge, business, and job opportunities. OKCL’s mission is to bridge these divides by providing knowledge and essential services, driving socio-economic transformation, and enabling a greater share in the global economy.

Bridging the Digital Divide thus becomes the prime agenda for socio-economic transformation in pole vaulting to the knowledge society and knowledge-led economy. The severe threat of marginalization of the masses emerging from the Digital Divide and resultant Knowledge Divide and moreover the Opportunity Divide can be effectively averted through mass IT Literacy Mission. Only an IT Literate society can enjoy a greater share of global knowledge resources, business opportunities and global job opportunities.

 

OKCL is an entrepreneurial endeavor to bridge this Digital Divide and the resultant Knowledge Divide and Opportunity Divide by offering actionable knowledge and essential services to masses for socio-economic transformation.
