BACKGROUND:

The Gopabandhu Academy of Administration (GAA), located in Bhubaneswar, Odisha, plays a pivotal role in training and development of government officials. GAA has long been a repository of knowledge and expertise, drawing from the senior-most levels of the Odisha Administrative Service, Finance Service, and Education Service. Its network extends to serving and retired civil servants, academics, NGOs, and professionals from various fields.

As the dynamics of public administration continue to evolve in the digital era, there is a pressing need for GAA to adapt its training methodologies to cater to the diverse needs of government officials efficiently. OKCL designed a comprehensive training transformation plan that aimed at harnessing modern technology, enhancing accessibility, and ensuring scalability.

OKCL’s comprehensive course portfolio includes plethora of skill-enhancing opportunities. The training program covers a spectrum of essential skills, including Basic IT Skills, Internet and Email proficiency, mastery of MS Office applications, Cyber Security Skills, adeptness in Digital Communication and Collaboration, Smartphone proficiency, handling Online Forms and Applications, competence in Online Education and E-learning, understanding Social Media and Digital Citizenship, Smart Typing Skills, Digital Skills for Daily Life, 21st Century Study Skills, Digital India Skills, awareness of Ergonomics, adopting Green practices, and practicing Netiquettes.

The objective is to seamlessly integrate these programmes into the Government Administrative Academy’s (GAA) customized LMS portal, enabling government officials to learn online and access tailored skill-upgradation programs designed to enhance their professional capabilities. Upon successful course completion, Odisha State Open University (OSOU), Sambalpur, will conduct proficiency tests and provide certification. After Certification, Government may reimburse the course fee directly to the learner.

REACH:

Induction Training Programme for Basic IT Skill was delivered to 127 Odisha Administrative Service (OAS) Probationers (DR) at GAA.

CHALLENGES

  • Infrastructure Challenge: Ensuring the availability of adequate infrastructure, such as classrooms and computer labs, in all selected learning centers.
  • Varying Skill Levels: Participants may have varying levels of familiarity with IT, accounting, and e-Governance. Designing a program that caters to diverse skill levels was challenging.
  • Adaptation to Local Contexts: Tailoring the training content to be relevant to the local contexts of different districts, taking into account regional variations in economic activities and governance structures.
  • Monitoring and Evaluation: Effectively monitoring the progress of the training program across 30 districts and ensuring uniformity in the quality of training might pose challenges.

PROJECT OUTCOME

The learners also provided qualitative feedback. Here are some of the key themes that emerged from the qualitative feedback as the Project outcome:

  • The training program was well-organized and structured.
  • The assignments were challenging but helpful.
  • The LF was knowledgeable and supportive.
  • The training content was relevant and up-to-date.
  • The ERA Platform was easy to use and navigate.
  • The OS-CIT Course was a valuable experience that will help the learners to improve their computer skills and knowledge.
