BACKGROUND:

A massive and unique initiative of Government of Odisha under its Panchayati Raj Department. GSSK was organized from 2nd October to 18th October 2012. OKCL provided the GSSK portal which facilitated lakhs of entries and data base from remotest Block Levels to Urban areas of the State. More than 1,00,00,000 data were uploaded in record time of 50 days.

This was a massive and unique initiative of Government of Odisha, which was launched with an objective to generate awareness about various schemes and formulate annual action plans of various schemes of Panchayati Raj Department keeping in view the spirit of local governance as mandated by the Gram Panchayat Act, 1964.

Under Grama Sabha Sashaktikaran Karyakrama (GSSK), Panchayati Raj Department decided the dates of conduction of yearly Palli Sabha meetings and Gram Sabha meetings.

The proceedings of Gram Sabha were video recorded and still photographs were taken. Excel sheets with clear cut filled in formats for the annual action plan and shelf of the projects were uploaded by entering records in software provided by Odisha Knowledge Corporation Limited (OKCL) at Block/ GP level. The data entry and uploading work was carried out immediately on the next day of conduction of the Gram Sabha.


REACH:

Data entry at 314 Block Places and also at 30 DRDA level.

A total of 84,70,641 entries were made.

31,000+ Users for each Scheme (5 schemes) & each GP (6536 GP) created.

1,38,531 scanned PDF files from Gram Sabha uploaded on the Dashboard.

Highest entry record per minute was 1469 entries.

84,76,041 projects entered in GSSK web site and shared with the District and Blocks for their perspective plan for 2013-14 onwards.

The support that was extended through OKCL’s technical team for more than 30 days, more than 10 hours a day. For the first three days, the OKCL team supported the GP level data entry operators throughout 72 hours without any interruption.

CHALLENGES

  • Infrastructure Issues: In certain regions, inadequate technology infrastructure, including reliable internet connectivity and power supply was matter of concern for implementation of the Project
  • Project duration: The duration of the Project was very short while the management of database for the Project was itself a challenge due to time constraint.

PROJECT OUTCOME

  • Notable feature of the campaign was capturing the data generated in the Gram Sabha, analysis and utilising the data meaningfully for planning and the implementation for different flagship programmes namely MGNREGS, Indira Awas Yojana, BRGF, CC Road and GGY for the financial year 2013-14 onwards.
